Продолжается противоборство Минфина и Минобороны в определении норм, определяющих размер денежного довольствия военнослужащих в следующем году. Судя по всему, в Межведомственной рабочей группе (МРГ), специально созданной для согласования этих вопросов, так и не смогли найти общий подход к выплате военным премиальных. Но скорее всего возобладает позиция Минфина, и, как сообщил вчера Интерфаксу источник в МРГ, премиальные, что начисляются ныне лучшим офицерам армии и флота, с 1 января 2012 года в рамках новой системы денежного довольствия выплачиваться не будут.

Глава государства согласился, что нельзя потерять стимулирующую часть, поскольку проводящееся сейчас по 400-му приказу министра обороны премирование «перейдет в стандартные условия оплаты труда военнослужащего, но нужна и система поощрений». И просил продумать, каким образом это можно сделать, «с учетом, конечно, текущего состояния дел с государственным бюджетом, но понимая, что помимо собственно названных параметров денежного довольствия должны быть и стимулирующие надбавки».

Упоминание президентом бюджета, видимо, дало основания финансистам выхолостить сам смысл просьбы Сердюкова и ответа на нее Медведева. Никаких действительно дополнительных премиальных сверх установленных ранее размеров денежного довольствия не будет. Тот же источник в МРГ сообщал ранее, что с 1 января лейтенанту будут платить за звание 10 тыс. руб., за должность командира взвода 20 тыс. руб., итого в сумме – 30 тыс. руб. Цифра, которой в последние месяцы постоянно оперирует президент – 50 тыс. руб., – это ежемесячная выплата лейтенанту с учетом всевозможных надбавок. А их количество сокращено с нынешней полусотни до девяти. Оставлены, например, процентные надбавки за выслугу лет, за классность, за особые условия службы… И надбавка за добросовестное исполнение должностных обязанностей, которая будет назначаться военнослужащему приказом командира части. Все это включено в «стандартные условия оплаты труда». Ничего свыше.
